Passar

Passar is the FOCBS's new goods traffic system for the digital processing of customs procedures.

Transit and Export (Passar 1.0) are now processed entirely in Passar. The system extension to imports (Passar 2.0) and the digitalisation of monitored procedures and paper forms (Passar 3.0) will be carried out from 2026 onwards.

Passar Export (Passar 1.0)

One-off registration in ePortal as an FOCBS business partner with the “Freight” and “Transport” roles is a basic prerequisite. Document users (electronic assessment decisions, eVV) select the “Downloading of documents in the movement of goods” business partner role or else the “Freight” business partner role if they use customs clearance software.

Passar currently includes new features for transit and export, implementing the new EU reporting format for transits. The system is for now only accessible via an API.

Roadmap Passar 2.0/3.0

The Passar roadmap, as of 23 September 2024, outlines the timeline for the complete replacement of the e-dec application with Passar and the digitalisation of customs procedures. The goal is a gradual implementation by 2027, including the rollout of Passar 2.0 for imports and Passar 3.0 for monitored procedures. Passar 2.0: BP ID to replace the CSP account

Starting in 2026, the existing CSP accounts will be replaced by the business partner ID (BP ID). Companies need to register as business partners in the ePortal to use digital services for goods traffic. This change is aimed at streamlining imports and facilitating document retrieval.

Advantages of Passar

The following new features and simplifications will be offered in stages:

  • Independent correction (incl. withdrawal) of goods declarations up to the time of activation
  • Automatic data transfer when initiating transit procedures (incl. thresholds for Passar exports; automated calculation possible)
  • Automatic authorisation check with immediate feedback;
  • digital solution for EUR.1 (no certification required at the FOCBS counter)
  • Creation of digital transport slips (DTS)
  • Automated activation in air, rail and waterway traffic
  • Automatic risk analysis/selection during activation, with immediate feedback on release or check
  • Border crossing without administrative stops when using the new digital solutions (incl. LSVA)
  • No need to update customs declarants in the Customs client administration (ZKV)
  • extension of customs clearance hours for 100% digitally processed procedures
