Each goods declaration (GD) in Passar must be linked ("referenced") to a transport declaration (TD). Activation should generally take place automatically upon crossing the border. Other technical solutions are available depending on the mode of transport.
Directive 10-10 (Export duty assessment process) (PDF, 401 kB, 01.07.2025) (available in DE, FR and IT)
Please also take note of specific local operating procedures and service regulations (customs staff, signage) at the border crossings.
Road transport: Recommended procedure
- entering a transport declaration for every border crossing
- using the Activ app as a signalling device for automatic activation at the border
The automatic activation with the Activ App applies to the following customs arrangements:
- Export (border procedure)
- Opening of international transit through Switzerland (CH) with linked exports (border procedure)
- National transit, opening or closure (border procedure)
- International transit, entry and exit registrations at the border
If there is no transport declaration, export goods declarations must be processed at the counter of the border customs office. The creation of a manual transport declaration by FOCBS staff is not possible at all border crossings, and may result in delays.

Road transport: What rules apply where?
The automatic activation of Passar exports with the Activ application is currently available at the following border crossings (pilot phase, then operation). Please contact the responsible local level before your first trip.
The extension to other border crossings is currently being prepared. Until then, the current procedures remain applicable.
