Declar
The Declar web application allows users to create a transport declaration for commercial goods traffic. It is used together with Passar and the Activ App in the ePortal.
The ‘Declar’ app is currently in the pilot phase. At present, it can only be used by the companies involved in the pilot. The official release for live use will be announced once the pilot has been successfully completed.
Target audience
Swiss SMEs as well as Swiss and foreign transport companies that transport goods across the Swiss border, or transport them/have them transported under mandate, and that do not use commercial customs clearance software.
Scope
Currently, Declar works exclusively with goods declarations from Passar.
The following functionalities are available:
- Create and edit a transport declaration
- Reference a transport declaration with a Passar goods declaration
- Digitally transmit a transport declaration to the Activ App (Remote Loading or DTS scan)
An extension to import customs declarations (e-dec) and paper-based procedures is in preparation.
The option to create an import and export goods declaration in Declar is planned from 2027.
How it works
1. Registration in the ePortal
2. Creating a transport declaration
3. Referencing with one or more existing Passar goods declarations
4. Download the Digital Transport Slip (DTS) and send it to the Activ App via link (Remote Loading) or read it using the smartphone’s scan function
5. Automated activation of the goods declaration when crossing the border (using the Activ App)

Access
The Declar application is available in the ePortal. Registration as a business partner of the FOCBS with the “Transport” role is required.
- Transport companies that are not yet registered must register as a business partner of the FOCBS in the ePortal in accordance with the instructions: Registering for Swiss Customs’ digital services in the ePortal (onboarding) and select the “Transport” role.
- Business partners that are already registered with the “Transport” role have access to Declar in the ePortal.

Quick Guide
Procedure in the event of malfunctions
- Declar cannot be opened: try again later. If necessary, go to the counter at the border crossing; the transport declaration will be created by FOCBS employees.
- The transport declaration cannot be edited: try again later. If necessary, go to the counter at the border crossing; the transport declaration will be created by FOCBS employees.
- The Remote Loading link does not work: you can load the transport declaration into the Activ App using the printed DTS and the scan function. Open the Activ App and scan the barcode with the smartphone camera.
- The transport declaration cannot be transferred to the Activ App via DTS scan: check the licence plate and the country of registration. The details must match the transport declaration.
