User administration in ePortal

In the federal ePortal, you can register as a business partner for the various digital services of the Federal Office for Customs and Border Security (FOCBS), such as “Passar” or “LSVA III”. The following information is intended to help the administrators of FOCBS business partners with user management for the various FOCBS services.

• Structure of ePortal business partner and user management

  

  To simplify user administration in ePortal, it is helpful to understand the logic of how the various hierarchy levels are structured. This logic is entirely based on the personal login with two-factor authentication. Your personal login is linked to the registered FOCBS business partner, e.g. your company.* FOCBS business partners have business partner roles, e.g. “Freight”, “Transport”, “HVC holder”, etc. – depending on which services the business partner uses in ePortal. A list of the existing FOCBS business partner roles (including a description) can be found on the following page.

  In turn, there are various user or administrator profiles for the business partner roles, and these have specific user roles that can be assigned.

• Difference between administrator and user profiles

  Administrator profiles are used solely to authorise other users. This means that they are exclusively administration profiles.
  
  User profiles are used to access the associated FOCBS specialist applications (e.g. Passar, Garanzia, Chartera Output, etc.). User profiles are thus required to use the functions of FOCBS services.
  

  Once a business partner role is opened for a business partner (e.g. your company), the FOCBS creates – where necessary – at least one administrator profile and one user profile (with the corresponding user roles) for the business partner role in question. In this way, the business partner role administrator can authorise other employees to access the corresponding user profiles. The following steps show how this works.

• Creating an invitation code to authorise additional employees for your business partner

  -> Open Manage users in ePortal and click on Invite user for your business partner.

  -> Select the relevant administrator and user profiles and click on Generate invitation codes.

  -> Copy the invitation code generated and send it via a secure channel to the employee you wish to authorise for your business partner.

  Note

  As an administrator, you can create several invitation codes at the same time and extend their validity. The assigned administrator and user profiles can be adjusted at a later date.

  FOCBS recommendation – only grant user profile authorisation to people outside your company (e.g. software service providers).

• The employee redeems the invitation code and joins the business partner

  Provided the invitee has an ePortal login with two-factor authentication (see onboarding step 1), they can click on Redeem invitation code in ePortal and enter the valid code.

• Managing the invitation codes you have created

  -> Open Manage users in ePortal and click on Invitation codes for your business partner.

  -> This overview shows you which invitation codes have already been redeemed or have expired. You can also renew expired invitation codes.

• Managing the authorisation of your business partner's existing employees

  -> Open Manage users -> Manage permissions in ePortal and click on Manage users for your business partner.

  -> This overview displays all authorised users for the selected business partner.

  -> Click on one of the users to manage their assigned administrator and user profiles, and click on Save to apply the changes.

Roles that are not listed, such as authorised consignor (ACor) and authorised consignee (ACee), do not have any stored system permissions, as these roles are used solely for information in the master data system.
