HVC III in ePortal

Registration in ePortal is required to retrieve HVC decisions and invoices, as well as to access other HVC III services.

Prerequisite:

You must be registered in ePortal with the business partner role “HVC holder”.

The following services in connection with HVC III are now available exclusively in the federal ePortal:

Chartera Output

For retrieving documents (invoices, decisions)

You can obtain the following HVC III documents digitally:

  • Assessment decision
  • Invoice
  • Decision on timber refund
  • Decision on UCT refund
  • Ruling on an objection

Please note the following:

  • Assessment decisions and invoices are issued monthly for the preceding month (as a rule, on the 14th day and 21st day, respectively, of the following month).
  • Decisions, invoices, and rulings are now delivered exclusively in digital form (no postal delivery).
  • You will receive a notification via email and/or text message as soon as new documents are available. In ePortal, check under the user icon (top right) to ensure that email notifications are enabled.
  • The payment deadline is now 60 days instead of the previous 30 days, but the invoice is now issued one month earlier.
  • The FOCBS offers the following payment methods.

Raw timber

For requesting refunds for the transport of raw timber

Please note the following:

  • Enter refund requests in ePortal as soon as a vehicle used for raw timber transport is converted to HVC III.
  • One request must be submitted for each month and each vehicle.
  • The “Raw timber” application replaces the previous refund form 56.77.
  • Observe the rules governing refunds for the transport of raw timber: Heavy Vehicle Charge Ordinance; Transport of raw timber.

UCT

For requesting UCT refunds

Please note the following:

  • Refunds can only be requested for journeys from 2025 onwards.
  • As soon as at least one vehicle is converted to HVC III, the entire refund must be entered via the “UCT” application in ePortal.
  • The “UCT” application replaces the previous refund form 56.76.
  • Observe the rules governing refunds for trips in unaccompanied combined transport: Heavy Vehicle Charge Ordinance; Trips in unaccompanied combined transport.

Special arrangements

For requesting concessions and exemptions

List of special arrangements:

  • Transport of raw timber only
  • Transport of bulk milk only
  • Transport of agricultural livestock only
  • Registration of army and civil protection vehicles
  • Non-profit transport
  • Humanitarian transport

Please note the following:

  • As soon as a vehicle is converted to HVC III, the special arrangement for that vehicle must be reapplied for once via the “Special arrangements” application in ePortal.
  • The existing special arrangements remain valid until the vehicle concerned is converted to HVC III.

Objecziun

For transmitting objections

Please note the following:

  • Objections to HVC III decisions must be filed exclusively via the “Objecziun” application, including the justification and supporting evidence.
  • You will receive notifications in ePortal regarding the status of your objection.
  • You can access objection rulings in the “Chartera Output” application (see above).
  • The timeframe for filing an objection remains unchanged (30 days).

Replacement vehicles

For registering replacement vehicles

Please note the following:

  • The replacement vehicle must be registered in ePortal by its owner.
  • Use of the “Replacement vehicles” application requires registration in ePortal with the business partner role “HVC holder”.
  • The registration of replacement vehicles applies to both monthly and annual authorisations (e.g. BE DIVERS). Each use of a replacement vehicle must now also be registered individually for annual authorisations.
  • Registrations can still be made and edited within 5 days of use of the replacement vehicle.

NETS – foreign vehicles

Please note the following:

  • § The vehicle must be registered in ePortal by its owner.
  • Registration of the vehicle in ePortal is required so that a NETS provider can levy the HVC automatically.

Recommendation:

Authorise all employees who carry out administrative tasks related to the HVC. Further information can be found here: User administration in ePortal.
