e-dec specifications
E-dec is being gradually replaced by the “Passar” system. This concept outlines the functional requirements and planned IT infrastructure for the assessment of goods. It is intended for those interested in developing systems to use e-dec, and also serves as the basis for technical implementation by the Federal Office of Information Technology.

The specifications published by us via the e-dec correspond to a functional concept. Contained within is a description of the future system for the assessment of goods, from a functional process-oriented viewpoint.
On the one hand, this functional concept is intended to enable you as interested clients to design or create processes, IT systems, etc., which will allow you to use the e-dec. On the other hand it is used for implementation within the Federal Customs Administration, and also serves as a basis for the technical design and implementation of corresponding IT systems by the Federal Office of Information Technology, Systems and Telecommunication.

Definition and objectives
E-dec will be gradually replaced by Passar from 1 October 2023 to 30 June 2025. The e-dec Import module, alongside the Transit and Export modules, is part of the cargo processing product. The specifications for e-dec Import cover import-specific requirements that differ from those of Transit and Export.
Business model
You must declare your goods for importation electronically, with the e-dec IT system classifying the declaration based on a customs risk analysis. Depending on the outcome, different control and release procedures are provided.
Digitale signatur and encryption
The PKI's electronic certificates provide security for customs declarations, assessment notices and bordereaux. We recommend using compatible browsers such as Internet Explorer and Firefox for full functionality.
Plausibility rules
Plausibility rules are essential business rules that ensure data in the e-dec system are correct and can be processed. These rules are both specialist and technical, covering various aspects such as postal traffic and exports.
