Approval as a NETS or EETS HVC III provider
Any NETS or EETS provider wishing to offer its recording service must undergo an approval procedure with the FOCBS.
NETS providers
Anyone wishing to be approved as a NETS provider must submit an approval application to the FOCBS, including all necessary documents demonstrating compliance with the approval requirements.
The basis for an approval contract as a NETS provider is compliance with the requirements of the FOCBS EETS and NETS Provider Ordinance and successful completion of the multi-stage approval procedure.

Fuel Card providers
For foreign-registered vehicles without an approved automated HVC recording system EETS or NETS, the charge is levied by means of card payment in the web shop. Fuel cards can be accepted for payment of the charges.
The Fuel Card Providers Ordinance of the Federal Department of Finance (FDF Fuel Card Providers Ordinance) with its technical specifications regulates the authorisation of providers. In order to operate as a fuel card provider in the HVC area, an authorisation agreement must be concluded. This agreement only comes into effect if the technical requirements in the ordinance are met and the two-stage authorisation procedure is successful.
The fuel card provider initiates the authorisation procedure by submitting the authorisation application (PDF) to the Federal Office for Customs and Border Security FOCBS with all the documents required to prove that the authorisation requirements have been met.
A prerequisite for authorisation as a fuel card provider is compliance with the requirements of the FDF Fuel Card Providers Ordinance and the successful completion of the authorisation procedure.
