Passar 1.0: staggered changeover

Status as of 13.07.2023.

The new goods traffic system, Passar, was rolled out on 1 June 2023.

The FOCBS and the business community have agreed to a staggered changeover from NCTS and e-dec to Passar for the individual customs procedures and business events. The joint timetable was last updated on 13 July:

Transit

01.06.2023–31.10.2023	Changeover to Passar during this phase for: Direct international transit (direct international transit concerns, for example, traffic from Hamburg to Milan in which the FOCBS performs the incoming confirmation in Basel and the outgoing confirmation in Chiasso)
01.06.2023–30.04.2024	Changeover to Passar during this phase for: Initiation of international transit through Switzerland (border process) Note: This business event is currently the subject of a pilot project and has not yet been released for general live operation. 01.05.2024	Transit now only with Passar. NCTS is deactivated. Pending operations will be completed by end-May at the latest via a search process.

* If authorised consignors (ACor) also have authorised consignee status, it is recommended to change over everything on 17.03.2024.

Export

01.09.2023	Changeover to e-dec Export (interim solution): Companies that use NCTS for tobacco products**

30.04.2024	Last goods declaration for export in NCTS
17.03.2024–30.06.2025	Changeover to Passar during this phase for: Companies that use e-dec Export

01.07.2025	Export now only with Passar, e-dec Export is deactivated

* If you are unable to change over directly from NCTS to Passar within this period, it is possible to switch to E-dec Export.
** The affected companies and software providers have been informed accordingly.

Import
