Fuel Card Providers

For vehicles licensed abroad without a detection device (EETS or emotach®), the charge is levied by using an ID card and a HVC clearance terminal. Fuel cards can be accepted for payment of the charge.

With the adaptation of the Heavy Vehicle Charge Ordinance (HVCO) of 6 March 2000, the provisions for the fuel cards were clarified in the HVCO on 1 May 2018. The resulting Ordinance of the Federal Department of Finance on the fuel cards (FDF EETS and Fuel Card Providers Ordinance) with the technical and operational requirements for the fuel card providers entered into force on 1 March 2020.

Compliance with these requirements and passing a two-stage approval procedure form the basis for concluding an approval contract in order to be able to operate as a fuel card provider in the HVC area.

The fuel card provider starts the approval procedure by sending the application for approval with the documents proving the fulfilment of the approval requirements to the Federal Office for Customs and Border Security FOCBS.
