Changeover to Passar for exports

The FOCBS and the business community have agreed to replace e-dec Export with Passar by 31 December 2025. In order to plan for this step, exporting companies should contact their customs clearance software provider.

Advantages of Passar

The following new features and simplifications will be offered in stages:

  • Independent correction (incl. withdrawal) of goods declarations up to the time of activation
  • Automatic data transfer when initiating transit procedures (incl. thresholds for Passar exports; automated calculation possible)
  • Automatic authorisation check with immediate feedback; digital solution for EUR.1 being prepared (no certification required at the FOCBS counter)
  • Creation of digital transport slips (DTS)
  • Automated activation in air, rail and waterway traffic
  • Automatic risk analysis/selection during activation, with immediate feedback on release or check
  • Border crossing without administrative stops when using the new digital solutions (incl. LSVA)
  • No need to update customs declarants in the Customs client administration (ZKV)
  • Further advantages in the pipeline (e.g. extension of opening hours for 100% digitally processed procedures)

Registration in ePortal

One-off registration in ePortal is a basic prerequisite. If you have not already done so, you need to register as an FOCBS business partner with the "Freight" and "Transport" roles. Document users (electronic assessment decisions, eVV) select the "Downloading of documents in the movement of goods" business partner role or else the "Freight" business partner role if they use customs clearance software.

Planning for the changeover

Contact your customs clearance software provider to make arrangements for your changeover to Passar export. Then inform your contacts at the competent local level (customs).

Automated authorisation check

Various authorisations will now be checked digitally. It will no longer be necessary to present them physically at the counter. EUR 1 and CITES will still have to be authenticated at the counter until further notice. The business partners are responsible for this, even if the goods declaration is released.
